APPENDIX AC: TITAN RESEARCH & GOVERNANCE LAB
The Titan Research & Governance Lab is the single subordinate internal programme that maintains Titan’s research identity, evidence archive and promotion process. It brings together HCD Stages 1–12S, the Global Frontier Audit, specialist waves, hostile and negative review, the Candidate Lab, Research Observatory, Capability Commons and MLCA research, Personal Science and responsible biohacking, coverage decisions, institutional work and future research waves. It is not another public product. The book, Cockpit and planned Capability Commons remain Titan’s public architecture.
1. Status and authority
Revision 7N is a Public Research Edition successor candidate derived from Revision 7M, which was derived from Revision 7L RC2 and sealed Revision 7K. The Lab consolidation changes research organisation only. It creates no new Core domain, operational module, score, recommendation, clinical service, Current Edition designation, deployment approval or commercial authority, and it promotes no candidate or intervention. Completed reconciliation may correct identity and traceability; operational adoption still requires an explicit hash-bound human decision and a separately verified registry mutation.
2. One programme, three canonical objects
The Lab maintains three canonical objects. They organise research and governance; none changes an operational claim by itself.
- One master register — authoritative research identities, aliases, source relations, status, workflow state and public-release flags.
- One archive — checksummed source artifacts, evidence records, hostile and negative findings, decisions and supersession history.
- One promotion process — evidence, safety, accessibility, consent, authority and rollback gates ending in a hash-bound human decision and separately verified registry mutation.
Original branch identifiers, wording, statuses, versions and sources remain preserved. Merges and splits create explicit relations rather than erasing source identity. Missing fields remain missing. Traceability does not mean appraisal, replication, effectiveness or safety; synthetic evidence does not become empirical evidence through ingestion.
3. Completed research snapshot
Titan Research Results Compendium v1.1 reconciles 142 canonical records, 363 raw source identities into 321 bibliographic clusters, retains 52 challenge records, recovers 57 source identifiers and records zero operational promotions.
4. What traceability establishes—and does not establish
TRACEABLE means that source identity and archive lineage could be reconciled. It does not establish that a paper is methodologically sound, that an intervention is effective, that a result transfers, or that it is appropriate for an individual.
The reconciliation remains deliberately incomplete where the archive is incomplete. At the integration baseline, 181 queue items remain: 82 source-title normalisations (SOURCE_TITLE_VARIANT), 49 records without complete public wording (PUBLIC_WORDING_MISSING), 40 without public evidence cards (PUBLIC_CARD_MISSING), three parent–child taxonomy reviews (PARENT_CHILD_RELATION_REVIEW), two unadjudicated legacy records (UNADJUDICATED_LEGACY_RECORD), two taxonomy-overlap reviews (TAXONOMY_OVERLAP_REVIEW), one taxonomy adjudication (TAXONOMY_ADJUDICATION_REQUIRED), one split-evidence adjudication (SPLIT_EVIDENCE_ADJUDICATION_REQUIRED) and one conservatively resolved status conflict (STATUS_CONFLICT_CONSERVATIVELY_RESOLVED). Forty-six higher-risk or clinical records have no hostile challenge recorded in the reconciled register. Missing fields are not filled by inference.
5. Preserved negative and hostile findings
Titan retains findings that constrain attractive claims. They are part of the evidence record rather than editorial debris.
Intuitive lie detection is unreliable.
Neurofeedback does not currently support a reliable general attentional benefit in healthy adults.
Voluntary independent control of individual lower-limb motor units was not demonstrated in the reviewed single-session experiments.
Classical olfactory training is not consistently superior to placebo in post-COVID smell loss.
Eccentric-viewing training has not shown systematic routine benefit in a large trial.
Visual scanning after hemianopia has not established clear broad superiority over a credible control.
Warning banners do not solve automation bias.
Dance is not established as a general falls-prevention intervention.
Mental rehearsal is not a complete substitute for physical practice.
Fatigue education does not compensate for unsafe work scheduling.
Incident-report volume does not demonstrate institutional learning.
No single breathing rate, attentional focus, learning method or practice schedule is universally optimal.
6. Public-record boundary
The public reader may show reconciliation method and counts, status taxonomy, negative findings, cross-cutting conclusions, non-blocked record names and statuses, source identifiers, traceability state, and exact public wording where it exists. Restricted material must carry a prominent REVIEW REQUIRED label.
Two blocking legacy records remain withheld pending an explicit keep, merge, split or retire decision. This public edition intentionally does not name or expose them as public cards. A disputed specialist record remains in the Research Observatory under its controlling hostile review.
The public layer must not create missing public wording, infer blank actor or configuration fields, or turn a bibliographic match into an effectiveness claim.
7. Capability Commons Candidate architecture
Capability Commons is the planned public contribution and review doorway; it is not the Lab itself. When activated, it may receive proposals, preserve attribution, distinguish evidence from opinion, route claims to appropriate review, retain negative findings, record decisions and correct errors. An accepted submission can enter Lab triage only after the required privacy, safety and human review. Popularity, payment, contributor status and AI output confer no evidence authority, and public participation does not alter the frozen Core by vote.
Operating rule: keep knowledge access open. Charge only for additional utility, such as supported workflows, organisational implementation or physical formats. Never sell influence over evidence or governance.
8. MLCA loci and execution configurations
Multi-Locus Capability Architecture v0.2 is an owner-approved Candidate standard, not an adopted extension of HCE. Its internal technical prerequisite is closed, production acceptance remains open, its pre-pilot execution register is 0/20, and no pilot has run. It creates no domain, score, rank, operational module or assessment.

Technology is an execution configuration, not a social-actor locus. MLCA distinguishes HUMAN_ONLY, MULTI_HUMAN, HUMAN_TOOL, HUMAN_AI, HUMAN_ROBOT, AI_AUTOMATION_HUMAN_GOVERNED, MULTI_AGENT_HUMAN_GOVERNED and MIXED_SOCIOTECHNICAL configurations. An institution is not the average of its members; a societal system cannot be reduced to an average personal score.
Titan produces no global Capability Index, cross-locus average, institutional rank, societal rank, civic-conformity score, automatic bottleneck or automatic Programme recommendation.
9. Evidence-to-outcome translation
Need or opportunity → discovery → evidence → governed knowledge → usable representation → capability formation → capability deployment → sustained performance → functional outcome → flourishing alignment.
This is a feedback graph, not a guaranteed pipeline. Failure, learning or a legitimacy concern may return the work to an earlier stage or end it. Flourishing is plural and person- or community-defined; Titan does not score a correct life.
10. Capability-gap diagnostic
A capability gap is the bounded difference between performance required for a declared outcome and performance currently demonstrated by the relevant actor or configuration under the real operating conditions. It is a diagnostic profile, not one number.
Possible gap families are knowledge, understanding, acquisition, deployment, judgement, coordination, transfer, maintenance, resource, access, system, legitimacy, outcome mismatch and unknown. The diagnosis must name the outcome, locus, configuration, context, evidence and uncertainty.
11. Capability-by-design options
Do not always train the person harder. The governed option set is ACQUIRE, TRAIN, SUPPORT, AUGMENT, SUBSTITUTE, REDESIGN_CONTEXT, REDESIGN_INSTITUTION, MAINTAIN, RECOVER and RETIRE. The selected route must preserve agency, access, safety, consent, fallback and the right to stop.
12. Research Expansion v1.0
Research Expansion v1.0 is the Lab’s prospective planning branch and authorises staged investigation, not a result. At publication every Wave B–J item is PLANNED / NOT_EXECUTED; Core effect is NONE; operational effect is NONE; promotion authority is NONE.
The programme sequence is: Core Evidence Completion and research-engine controls; Waves B and C; Waves D and E/E2; Applied Judgment and Care plus Household and Health Agency; Sustainable Work, Vocation and Craft plus Wave F; Waves H and I; Wave G frontier physiology; and Wave J global consolidation.

The roadmap does not state that Titan has discovered, validated, operationalised or demonstrated any Wave B–J capability. It authorises only governed research.
14. Public participation and change control
A contribution enters as a proposal and cannot directly alter research or operational state. After durable receipt and required privacy and safety screening, authorised human triage may route it to observation, Observatory, Candidate Lab, restricted specialist review or rejection. Operational promotion, suspension or retirement uses the same unified evidence, safety, accessibility, consent and authority process and requires a separately verified registry change. Every transition retains attribution, contrary evidence, decision rationale, version and rollback path.
The public can help locate sources, identify lived-experience and accessibility gaps, challenge wording, propose tests and report implementation defects. Public help is not a substitute for qualified review where material clinical, legal, safeguarding or professional risk applies.
