The Candidate Lab and Research Observatory are governed research stages within the Titan Research & Governance Lab. They are not separate public products and do not become assessable modules through consolidation. Candidate and Observatory records have no effect on a level, badge, Core profile or operational Capability result unless an exact claim later passes the unified promotion process and a separately verified registry change is applied.
