APPENDIX AE: INTERNAL EVOLUTION & PUBLICATION AUTHORITY
This appendix governs how Titan can keep working, building and evolving while preserving the difference between internal completion and outside authority. It is a publication and status-control note, not a new capability, score, clinical route or promotion mechanism.
1. GOVERNING PRINCIPLE
Growth without promotion is still evolution. Titan evolves when it improves a question, taxonomy, source map, falsification test, safety boundary, accessibility route, public explanation, low-risk method, tool or research design. Promotion is one governed transition; it is not the definition of progress. Internal work must remain labelled as internal and must never borrow an independence, clinical mandate, cultural standing or rights-holder authority that it does not possess.
2. FIVE STATES
INTERNAL_EVIDENCE_COMPLETE — A bounded internal dossier is complete and machine-validated. This is a real completion state, not external independence and not proof of efficacy.
PUBLIC_EXPLAINER_READY — The bounded claim, limits, measurement and prohibited wording may be explained publicly. This state authorises no protocol and no promotion.
LOW_RISK_GUIDE_READY — Only bounded, non-prescriptive safe-content scope is ready. This state authorises no dose, escalation, clinical use or guarantee; it is not itself a completed stepwise tutorial.

EXTERNAL_CONFIRMATION_REQUIRED — The named independent, affected-party or cultural authority is a hard prerequisite before higher-authority use. This is not a work stoppage: internal research and bounded reporting may continue while the boundary remains explicit.
INDEPENDENTLY_VALIDATED — The exact independent artifact scope, identity and hash are bound and the result has passed hostile audit. Titan cannot award this state to itself. Revision 7O count: 0.
Five-state projection across the 256 candidate records is non-exclusive: INTERNAL_EVIDENCE_COMPLETE 256; PUBLIC_EXPLAINER_READY 256; LOW_RISK_GUIDE_READY 22; EXTERNAL_CONFIRMATION_REQUIRED 216; INDEPENDENTLY_VALIDATED 0. The remaining 40 need no external confirmation for their current bounded explanation or guide permission, but promotion permission is NOT_GRANTED for all 256 records. The four pre-existing operational G3 Field Lab guides are separate and unmodified. LOW_RISK_GUIDE_READY does not mean that a stepwise tutorial has been published.
Citation boundary. The public register contains 492 canonical source identities, preserving 520 source aliases across 962 support-and-limit bindings. Official sources are never counted as empirical support. Six named governance or system records use OFFICIAL_NORMATIVE_SYSTEM_SUPPORT only for non-efficacy normative or system propositions.
3. WHAT TITAN MAY DO INTERNALLY
Without seeking external permission, Titan may continue literature research, source verification, adversarial synthesis, negative-result preservation, taxonomy and architecture work, candidate definition, measurement design, synthetic testing, prototype development, accessibility analysis, safety-boundary drafting, bounded public explainers and eligible low-risk guide development. It may publish those products under their exact states and limitations.
Internal completion may therefore change an internal workflow or publication-readiness state. It does not by itself change the frozen Core, Operational Standard, a person’s capability level, clinical guidance, cultural ownership, legal rights, deployment authority or an independent-validation count.
4. WHERE OUTSIDE AUTHORITY REMAINS REAL
External confirmation is a targeted final-mile requirement, not permission to think or build. A qualified clinician or regulated service governs clinical suitability and treatment. Relevant communities, knowledge holders or affected people govern representation and culturally situated use. Rights holders and accountable institutions govern consent, legal authority, safeguarding and adoption. Independent researchers or assessors are required where Titan claims replication, independence, novel efficacy, broad transfer or population generalisation. If the required authority has not acted, the record remains held at the appropriate boundary while internal work continues.
5. CLOSURE SNAPSHOT — 9 AUGUST 2026
Exception work: 181 of 181 exception memberships internally prepared; 49 CLOSED_INTERNAL; 132 HELD_EXTERNAL. Higher-risk work: 46 of 46 internal hostile-review dossiers complete; 43 with a configuration-matched, falsification-capable independent source line; three with documented search-exhaustion holds. All 46 remain HELD_EXTERNAL.
Search-exhaustion status: SEARCH_EXHAUSTED_CONFIGURATION_MATCH_NOT_FOUND. Records: B-F03, D02 and WA1-08. External specialist reviews completed: 0. Promotions: 0. Public stepwise training protocols: 0. Research-authority deployments in the controlling closure snapshot: 0.
The integrated workload is 227 closure work items across 120 distinct legacy records. It is not a 227-candidate count, and the 46 higher-risk records overlap the exception queue. The closure establishes internal completion and explicit holds; it does not simulate the held authority.
6. PUBLICATION RULE
A record may move to PUBLIC_EXPLAINER_READY after internal review without external permission when the wording is bounded and safe. A record may move to LOW_RISK_GUIDE_READY only through the additional method, risk, accessibility, burden and stop-rule checks stated above. Records that trigger a selective external boundary may still be explained as research, but no guide, adoption or stronger claim may cross that boundary. INDEPENDENTLY_VALIDATED remains 0 until exact external evidence changes it.
The separate 256-record capability-research programme is not incorporated here as factual capability content. Its catalogue remains candidate research with zero promotions, zero public stepwise training protocols and zero external reviews at its controlling validation boundary. Any later manuscript use requires record-level selection, wording review, source checking and the five-state decision above.
