2.12 CRISIS MANAGEMENT & LEADERSHIP UNDER CHAOS

Crisis capability is role-, task-, and context-specific. Protect life and scene safety, contact local emergency services, follow official instructions, and act only within current training, authority, and available protection.

Do not treat speed, instinct, composure, or action as inherently correct. Pause when information, authority, safety, or reversibility is uncertain; withdrawal, waiting, or handing over can be the correct decision.

Titan does not teach medical triage, rescue, use of force, utility isolation, fire response, medication storage, or disaster operations.
