The all-family programme has completed its internal evidence map and prepared 32 identity-free review packets across four dormant activation waves. This extends rather than erases the earlier Waves B–E and four-dossier status records. External review has not started and no reviewer, response, decision or promotion exists. Later research waves remain planned and unexecuted. A research object or place in the roadmap does not establish that a capability exists, is trainable, transfers, is safe or should enter the book.

Thirty-two family packets are mapped to seven specialist review lanes and 163 required responses across four staged waves. This is a sequencing design for possible independent scrutiny—not a claim that scrutiny has happened.

Do not confuse the sequences: the four staged review waves govern possible activation of the completed all-family map. Waves B–E and E2/F/H/I/G/J describe topic research. Neither sequence creates an external review, decision, tutorial, book change or promotion.

Current release rule: Waves B–E are internally developed review objects, not validated findings. Their six packet drafts remain inactive; the Phase 4 item is a prior-release design record, not a live review system. Waves E2, F, H, I, G and J are still planned work. None supplies a promotion, operational protocol or new book claim.
