This lesson teaches the complete rapid-response loop inside an accountable organisation. Participants define eligible events and thresholds; receive and verify a signal; activate the authorised role; obtain closed-loop acknowledgement; track the immediate control plus handoff; then review misses, false activations and workload. Practice is a provider-run tabletop, not live emergency command.

2 · Get ready
Gather what you need and check the starting conditions
What you need
The responsible organisation’s current escalation policy, role directory and communication template.
The provider's supplied exercise rule: smoke, fire, an immediate threat or a missing vulnerable person is eligible for the simulated incident route; an ordinary booking or harmless equipment fault is not. If facts are uncertain, verify location and immediate safety before routing. The exercise acknowledgement threshold is two minutes; the incident lead is primary and the duty lead is alternate.
Four supplied cards: A says smoke is coming from an electrical cabinet, nobody is reported hurt and no emergency call is recorded; B repeats card A with the same location and time and is a duplicate; C says a printer has stopped with no heat, smell or hazard and is non-eligible; D reports a burning smell but gives no source or location and is uncertain. Use a tabletop clock, acknowledgement/action/handoff log, observer rubric and stop card.
Before you start
Confirm the trainer’s authority, exercise scope, participant roles, confidentiality and how simulation is clearly separated from live channels.
Write the eligible event, threshold, required response time, first receiver, decision owner and fallback.
Agree how a real event during the tabletop immediately ends the exercise and switches to live procedure.
3 · The method
Follow these steps in order
Define eligible events
List which signals activate the rapid route, which belong in ordinary service and which require expert judgement.

The receiver repeats the key facts, accepts or redirects responsibility and states the next update time.

Track control and handoff
Record the immediate authorised control, outstanding risks, who receives fictional case and confirmation that closed-loop handoff arrived.
Why: Rapid response must connect to resolution, not stop at an alert.
Check: No fictional case disappears between activation and handoff.
Use fallback
If primary role does not acknowledge by stated threshold, move to the published alternate and record the miss.
Why: Fallback is part of capacity, not a sign to keep waiting.

4 · Worked example
See the whole method used once
Scenario
A provider runs a tabletop for a fictional community information service. A caller reports smoke from an electrical cabinet; the card says that no one is harmed and emergency services have not yet been called.
Walkthrough
Participants classify the reported event as outside ordinary service, then use the official escalation policy while clearly labelling every message “EXERCISE.”
A participant sends the minimum exercise signal to the designated incident lead, then timestamps it.
The primary lead does not acknowledge by the two-minute exercise threshold, so the participant uses the published alternate. The alternate repeats the facts and accepts ownership.
The team records the simulated emergency-service handoff, identifies an outdated primary contact plus verifies the corrected directory with a second matched card.
Result
The team completed eligibility checking, alternate activation plus a closed-loop handoff in the tabletop. This does not authorise live response or prove that faster activation improves real outcomes.

Good result: A good result correctly routes every card, closing acknowledgement plus handoff within the accountable organisation’s declared thresholds with no live-channel confusion.
