PWR-231 · SELF GUIDED full tutorial
Build a local household disaster plan that can be found, followed and updated without internet access
This lesson teaches a narrow preparedness method: lock the jurisdiction and official alerts, choose one relevant hazard, map people and essential supports, identify service dependencies, audit supplies, preserve an offline plan, prepare shelter/evacuation decision cards, run a calm tabletop and close gaps. It does not simulate danger or replace incident command.
What you will produceThe household produces and retrieves a current one-hazard plan with official sources, roles, essential supports, offline contacts, supplies, meeting points, stop/escalation rules and one corrected tabletop gap.

The household produces and retrieves a current one-hazard plan with official sources, roles, essential supports, offline contacts, supplies, meeting points, stop/escalation rules and one corrected tabletop gap.
Audit a household plan, contacts, accessible supports and ordinary supplies.
Use calm fictional tabletop cards for an outage or official instruction.
Follow verified current official alerts and choose external help.
Qualified help is required for
Live evacuation or shelter exercises, rescue, utility work, medical continuity changes or plans for an institution.
Hazard-specific advice where local emergency management, fire, flood, public health or clinical authority controls.
Plans involving a vulnerable person who has not agreed or whose care requires professional support.
Never do this from the page alone
Create smoke, darkness, deprivation, heat, cold, water entry, panic or a real service outage for practice.
Cross floodwater, enter damaged/restricted areas or ignore evacuation/responders.
Share private health, identity or precise-location information beyond what the authorised plan needs.
2 · Get ready
Gather what you need and check the starting conditions
What you need
Current local emergency-management, weather/warning, utility and public-health sources.
A household roster with minimum necessary support needs, contact permissions and pet/care responsibilities.
Dependency/supply table, paper or offline plan, torch tested normally, tabletop cards and review calendar.
Before you start
Choose one local hazard or benign service failure; do not create it.
Ask household members how they want to participate and what information may be recorded.
Record emergency number, official alert routes, date checked and the rule that live official instructions override the worksheet.
3 · The method
Follow these steps in order
Lock local authority
Write the jurisdiction, official emergency number, warning sources, utility contacts and date checked.
Why: Preparedness advice is local and perishable.
Check: Every source is official, current and reachable without an unexpected message link.
Choose one hazard and decisions
Name the hazard, likely official instructions and the household decisions that may be required.
Why: An all-disaster plan becomes too vague to trigger a clear first action.
Check: The plan covers one hazard and does not predict incident command.
Map people and support
Record who may be present, communication/mobility needs, essential medicines or powered supports, pets/care and who has agreed to help.
Why: Preparedness is a configured household capability.
Check: Roles and privacy permissions are explicit; no helper is assumed.
Map essential dependencies
For information, water, food, medicine/device, light/power, communication, mobility and care, record normal, backup, manual and safe-stop routes.
Why: Supplies matter only when tied to a function.
Check: Every essential function has a route or an honest external-help gap.
Build an alert ladder
Set primary official alerts, official broadcast/radio or website backup, a support-person route and paper numbers.
Why: One channel or network can fail.
Check: At least two independent verified information routes exist.
Audit supplies and access
For each locally recommended item, record purpose, location, user access, expiry/charge, owner and replacement date.
Why: Owned but flat, expired or unreachable items do not close a gap.
Check: Every item can be found and used by its intended person.
Create the offline plan
Print or save locally the minimum contacts, meeting points, official numbers, support instructions and version date; protect sensitive details.
Why: A dead or locked phone must not erase the plan.
Check: The plan opens without internet and old copies are retired.
Prepare shelter and evacuation cards
State whose instruction controls, what must travel, accessible transport, pet/care route, meeting/contact points and when outside help takes over.
Why: Pre-event decisions reduce improvisation without pretending to command a live event.
Check: The card never instructs entry into danger or defiance of officials.
Run a calm tabletop
Use a fictional six-hour phone or power outage; at each card ask what is known, who has authority, which dependency fails and what route applies.
Why: Tabletops expose missing contacts, routes and supplies without creating hazard exposure.
Check: The household identifies at least one gap and no real service is disabled.
Assign and verify correction
Give the largest gap an owner, due date and proof check, then update plan version and tell participants.
Why: Finding a gap is not readiness until it is corrected and retrievable.
Check: The correction passes a repeat tabletop and the old plan is superseded.
4 · Worked example
See the whole method used once
Scenario
A two-adult household with a cat and one powered communication aid plans for a fictional six-hour electricity and internet outage; no hazard is occurring.
Walkthrough
They save local emergency and utility numbers, an official radio route and a trusted support contact on a dated paper card.
Their dependency map shows the communication aid has an approved battery but its charging instructions are online only.
They print the provider-approved instructions, place them with the approved battery and add an accessible public power location supplied by the local plan.
In the tabletop, one adult retrieves the card and instructions offline within two minutes; they schedule a monthly battery check and quarterly contact review.
Result
The plan closes one real access gap for this fictional outage and remains tied to official/provider instructions. It does not prove performance in an actual disaster.

Right / safer
Wrong / riskier
Why it matters
Choosing sources
Navigate independently to saved official channels.
Forward an urgent message from an unknown sender.
Misinformation and scams exploit emergency pressure.
Building a kit
Tie each item to a household function and user.
Buy a dramatic universal kit without linking items to the chosen disruption.
Needs, climate, housing, health and local guidance differ.
Practising decision point
Run a calm tabletop with services left on.
Cut power, create darkness or block an exit.
Preparedness practice must not manufacture danger.
Live incident
Follow current official instructions and responders.
Keep using the worksheet when orders change.
The worksheet is planning support, not incident command.
6 · Common mistakes
Spot the error and apply the correction
Common mistakes and corrections
Mistake
Fix
Using disaster guidance without jurisdiction or currency checks.
Add locality, official owner, URL/number, checked date and reviewer.
Assigning a disaster helper without confirming their capacity.
Ask the person, record capacity and add a fallback if they are unavailable.
Stockpiling disaster supplies without linking them to dependencies.
Link each item to one dependency, intended user and maintenance check.
Keeping the disaster plan only on a vulnerable phone.
Create and test a paper or local offline copy.
Logging a preparedness gap without an accountable owner.
Assign owner, due date and an observable verification step.
7 · Practice
Turn the steps into a usable skill
First session
Verify local official sources and record their review date.
Map household members, consent, supports and essential dependencies.
Audit one plan location and the highest-priority supplies.
Create the offline alert/contact and shelter/evacuation cards.
Run one calm tabletop, assign one correction and retest it.
Repeat plan
Review contacts and alerts at least quarterly and supplies at their charge/expiry schedule; run one different benign tabletop twice a year or after a move, health/support change or local guidance update.
Progress when
The plan is found offline and official information routes are current.
Every essential dependency has a usable route, safe stop or named external help gap.
A new tabletop gap is corrected, assigned and verified without creating risk.
Do not progress when
A real emergency begins or an official alert gives instructions.
The plan requires utility work, medical changes, rescue, dangerous travel or another unauthorised workaround.
Participation becomes coercive, distressing or exposes unnecessary private information.
8 · Check the result
Measure what changed
Retrievable execution of one local hazard-specific household plan
How: Time offline retrieval; score official sources/currentness, household roles, essential dependency routes, supply access, shelter/evacuation card, tabletop decisions and correction closure.
Good result: A good result retrieves the current plan within the declared time, follows authority correctly and closes one observed gap with no hazardous practice.
This does not prove: It does not predict live-disaster behaviour, guarantee safety, overcome infrastructure failure or replace public/clinical services.
Self-check
Can each participant find the offline plan and official source without a phone search?
Which essential function fails first, and what is its safe stop?
Who agreed to each role and what happens if they are unavailable?
What tabletop gap was corrected and how was the correction verified?
9 · Stop, adapt or get help
Keep the safety boundary practical
Stop and get help
When a real emergency or official instruction begins, stop the exercise and follow emergency management, responders or clinical advice.
Call emergency services for immediate danger; do not conduct an untrained rescue or enter damaged, flooded, contaminated or restricted areas.
Stop any plan that depends on generator, fuel, gas, electrical, medical-device, food/water or structural improvisation and use the qualified route.
Accessibility and adaptations
Provide alerts and plans in large print, audio, captions, vibration, pictures, plain language and needed languages.
Include accessible transport/shelter, mobility, communication, medication/device and support-person requirements in every route.
Store copies where intended users can reach and operate them; use a trusted support person without making participation compulsory.
10 · Evidence and limits
Why these instructions are here
primary research
A post-Superstorm Sandy study found that kits, plans and medication supplies did not necessarily reduce adverse outcomes, so ownership alone is not proof of readiness.
The lesson teaches planning and tabletop review, not live response.
Local official instructions and household/provider needs override generic examples.
A plan and supplies do not guarantee infrastructure, responder or household performance.
Knowledge and supplies alone cannot prove live readiness or overcome infrastructure failure.
A Superstorm Sandy study found that kits, plans and medication supplies did not reduce adverse outcomes; education evidence mainly measured knowledge rather than live execution.
